Since 1988 there have been new regulations in force in New South Wales requiring owners of buildings to install and maintain various items of fire protection equipment and life saving methodology applied to buildings.

Under various State Legislation (i.e.. Local Government Act in New South Wales) the owners of properties are additionally required to certify annually that the Essential Services (as defined in the Regulations) are installed and maintained in an operating condition.

On the 8 September 1997 the New South Wales Department of Local Government issued BRAN No. 204, relating to "Maintenance and Certification of Essential Fire or Other Safety Measures". These amendments reflect changes in the NSW Local Government Act and Regulations gazetted and effective from 1 July 1997.

Victoria

In Victoria the Building Control Commission has introduced Legislation requiring that all buildings built on or after 1 July 1994 be subject to Building Control Act 1993 and Building Regulations 1994.

Buildings erected before 1 July 1994 are treated differently however all safety equipment, safety fittings or safety measures within existing buildings must be maintained.

The Building Control Commission of Victoria has published the Essential Services Maintenance Manual that provides a good reference for guidelines to be applied to buildings in Victoria.

The Building Control Board issue sample essential services reporting forms which are available from Eagle Consulting Group for clients who own properties in Victoria.

Queensland

 

South Australia

South Australia has introduced a combined planning and building control Act that is also based on the AUBRCC model.

Northern Territory

The Northern Territory has legislation based on the AUBRCC Model Act with only minor amendments.
