What are Essential Services?

Essential Services are the Fire and Life Safety items incorporated in the building to ensure adequate levels of fire safety over the life of the building.

Essential services include all traditional building fire services such as sprinklers, mechanical services etc., but also include passive fire safety such as fire doors, fire rated structure etc and other building infrastructure items such as paths of travel to exits.

History

The standard of performance of Essential Services and their ongoing maintenance in buildings has be introduced world wide, as a result of tragic loss of life principally in high rise residential and office buildings, schools, commercial and industrial premises.  Historic records indicate that under fire conditions 80% of loss of life is from smoke inhalation.

Building Code of Australia

In Australia with the introduction of the new Building Code of Australia (BCA) in 1990, and the subsequent State Legislation has been introduced to adopt the BCA code.  The various states have now introduced regulations enforcing the requirement for maintenance of Essential Services and Annual Reporting.

The Building Code is given legal effect by state based building Acts and Regulations. This legislation empowers the regulation of certain aspects of building and structures and contains the administrative provisions necessary to give effect to the legislation.
